Notice is hereby given that sealed bids will be received at the City of Oxford, 107 Courthouse Square, Oxford, MS 38655 until 3:00 p.m. local time June 16, 2025. Bids may be submitted electronically at www.elliottbrittplans.com or hand delivered in sealed envelopes. Bids will be publicly opened and read aloud at 3:00 P.M. for:

NORTH LAMAR – MOLLY BARR
INTERSECTION IMPROVEMENTS
CITY OF OXFORD
MISSISSIPPI

The work consists of: The reconstruction of intersection to go from a signalized intersection to a roundabout intersection.

Contract time will be 90 Working Days. Contractor shall commence work on or before a date to be stipulated in the Notice to Proceed. Time is of the essence to the owner and contractor should have contract bonded and ready to begin work on July 7, 2025.

A Pre-Bid conference will be held at 10:00 a.m. local time on June 4, 2025 at the City of Oxford Board Room, 107 Courthouse Square, Oxford, MS 38655. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference.

Bid preparation will be in accordance with Section 00200 – Instructions to Bidders bound in the Project Manual. Project Plans and Project Manual may be examined at Elliott & Britt Engineering, P.A., 823 North Lamar Blvd./P.O. Box 308, Oxford, Mississippi 38655.

Contract Documents are available in paper or digital format. Interested parties are required to log-in or register online to view or order bid documents at www.elliottbrittplans.com or www.oxfordmsbids.com. Bid documents are non-refundable and must be purchased through the website. Bids may be submitted in either sealed paper format or electronically. Electronic bid submittal can be made at www.elliottbrittplans.com. The contract will be awarded to the lowest and/or best bid from a responsive responsible and qualified Bidder. Should no award be made within forty-five (45) calendar days after opening of proposals, all proposals may be rejected and all proposal guaranties returned, unless the lowest responsive responsible qualified bidder at the request of the City of Oxford Board of Aldermen agrees in writing to a longer delay.

Bid bond, signed or countersigned by a Licensed Mississippi Agent, or Mississippi Non-Resident Agent licensed to do business in the State of Mississippi, with Power of Attorney attached, or Cashier’s check or Certified check for five percent (5%) of the total bid, payable to the City of Oxford Board of Aldermen, must accompany each proposal.

Bidders are hereby notified that any proposal that is submitted as a stripped bid will be considered an irregular bid and such proposal will not be considered in making the award. The City of Oxford Board of Aldermen reserves the right to waive any irregularities and to reject any and all bids if considered not in the best interest of the City of Oxford Board of Aldermen.

Bidders are hereby notified that any proposal accompanied by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid, and such proposals may not be considered in making the award. City of Oxford Board of Aldermen reserves the right to waive any irregularities and to reject any and all bids if considered not in the best interest of the City of Oxford Board of Aldermen.
